Rakuten Announces Response to Hometown Tax Point Granting Ban

On July 10, 2025, Rakuten Group, Inc. filed an administrative lawsuit with the Tokyo District Court, seeking to rescind the Ministry of Internal Affairs and Communications' notice prohibiting Furusato Nozei ("Hometown Tax") program intermediary websites from granting points. At a press conference, Rakuten reflected on its past initiatives for regional revitalization including the Hometown Tax program, and explained that the blanket ban on granting points is an excessive regulation.
